I know this is common with big bends on a 7.25 radius fretboard, but I can’t even get a whole step out of it. I’ve adjusted the action with the truss rod, replaced the stock bridge with a staytrem, played with the bridge height, and replaced the nut.

You can use a straight edge the length of 3 frets to try to rock back and forth on the 17th fret. If you can rock back and forth then the 17th is higher.

From the 12th fret on up the high E string is definitely fretting out, and to a lesser extent the B string as well, even with the action set at a relatively high 4/64 and change.
