I prefer Cura for the interface/ease of navigation of printing settings but was having issues that were (mostly) solved with ideaMaker "per layer settings" specifically to allow change of the layer start location.

Then scroll down to "enable print cooling" it's in that option area. It'll be 7 options down if you select all the options to be shown. Otherwise you can also search for "Enable Print Cooling" to enable that option, and then search for "Regular Fan Speed at Layer".
