Then scroll down to "enable print cooling" it's in that option area. It'll be 7 options down if you select all the options to be shown. Otherwise you can also search for "Enable Print Cooling" to enable that option, and then search for "Regular Fan Speed at Layer".

Terminate the process before trying to start Cura again will help in those cases.
